This report focuses on a Congressional request for an analysis of possible incentives to encourage the private sector of the U.S. and developing countries to contribute to providing reliable, affordable electrical power for economic and social development. The objectives of the report are to evaluate the need for private-sector involvement; to review existing programs and identify their shortcomings; and to propose financial and nonfinancial incentives options for promoting private-sector participation in the power sector of developing countries.
