Private power in developing countries; Early experience and a framework for development

Power shortages in developing countries are a growing and serious problem as power systems expand to support economic growth. Inefficiency, subsidized electricity prices, poor management, and undue political influence over technical and financial decisionmaking are producing a financial crisis in developing country utilities. A growing number of developing economy governments are exploring ways to increase involvement of the private sector to reduce the problem of power shortages. This article describes the role private participation - ownership, financing, and operation of power facilities - can play in solving the power shortages problem in developing countries; it describes early experience with private power in 11 developing countries; and it outlines an overall policy framework for considering and implementing private sector participation in power development.
