In a scenario in which the fourth-generation {ital b}{prime} quark is lighter than {ital m}{sub {ital t}}+{ital M}{sub {ital W}}, flavor-changing neutral-current {ital b}{prime}{r arrow}{ital b} transitions could be substantial. In particular, the decay {ital b}{prime}{r arrow}{ital bH} could be dominant or comparable to the processes {ital b}{prime}{r arrow}{ital ce}{bar {nu}} and/or {ital b}{prime}{r arrow}{ital bZ} for a wide range of the parameters {ital m}{sub {ital b}{prime}}, {ital m}{sub {ital t}}, {ital m}{sub {ital t}{prime}}, {ital M}{sub {ital H}}, {ital V}{sub {ital c}{ital b}{prime}}, and {ital V}{sub {ital t}{ital b}{prime}}. For {ital b}{prime}{ital {bar b}}{prime} pairs the latter decays could provide valuable leptonic tags for Higgs-boson production that is especially useful in hadronic colliders for a Higgs boson in the intermediate-mass range {ital M}{sub {ital Z}}{lt}{ital M}{sub {ital H}}{lt}2{ital M}{sub {ital W}}. If {ital b}{prime}{r arrow}{ital b}{gamma} is observed then the strict limit {ital M}{sub {ital H}}{gt}{ital m}{sub {ital b}{prime}}{minus}{ital m}{sub {ital b}} is implied for {ital m}{sub {ital b}{prime}}{lt}{ital M}{sub {ital Z}}. We study the singularities exhibited by the effective flavor-changing neutral-current vertex {ital b}{prime}{ital bH} and identify them as anomalous thresholds. Experimental prospects are discussed.
