Part 1 of the hearing record covers testimony given at a field hearing on Long Island, New York covering the licensing of the controversial Shoreham nuclear plant. Opposition to the plant focused on questions of safety and emergency plans for evacuation in the event of an accident. Strong public opinion against the plant showed a willingness to bear the economic costs of not using nuclear power. The witnesses from the New York Disaster Preparedness Commission, the Nuclear Regulatory Commission, and the Federal Emergency Management Agency (FEMA) described emergency plans. Two panels of witnesses represented officials of Suffolk County and the Long Island Lighting Co., while two other panels represented citizen groups in opposition to the plant. An appendix with additional material, statements, and documentation follows the testimony of the 17 witnesses.
