Part III of the hearing record covers the testimony of Nuclear Regulatory Commission (NRC) Chairman Nunzio J. Palladino, Dave McLoughlin of the Federal Emergency Management Agency (FEMA), Ralph V. Caralone of the General Accounting Office, and a panel of witnesses representing the views of interest groups and the nuclear industry. At issue was the status of offsite emergency planning as part of the licensing process for nuclear power plants, a situation exacerbated by a lack of NRC enforcement of its rules and utility noncompliance, as well as ineffective work by FEMA. The witnesses explored the roles of NRC and FEMA and the need to restructure the institutional framework for emergency preparedness in light of these failings. McLoughlin cited the reluctance of some state and local governments to participate in planning.
