Panels made up of Commissioners of the Nuclear Regulatory Commission (NRC), officials of New York, and representatives of the Federal Emergency Management Agency (FEMA) and the Long Island Lighting Company (LILCO) testified at a hearing to review administrative decisions relating to the Shoreham nuclear plant and to see if the licensing procedure complies with NRC regulations. Of primary concern was the licensing process itself and the broader implications for nuclear plant licensing of a procedure lacking a rational process for resolving disputes. An appendix with additional material supplied by the NRC, Suffolk County, and others for the record follows the statements of the nine witnesses.
