Thirty witnesses spoke at the three-day oversight hearing held in July, 1981. The hearings were the first comprehensive review of the 15-year-old law since it was amended in 1974. Despite general agreement on the Act's principles, criticism of some of its procedures indicates a need for minor revision and clarification to make it more fair and more efficient.
