Inquiries into the alcohol fuels loan guarantee program were initiated because of questions about the administration of the program to promote rural development and employment, not the merits of alcohol fuels. Allegations from the private sector and findings by the Inspector General that instances of illegal obligation, inadequate preloan analysis and feasibility determinations, poor borrower stability, and processing violations were cited and responded to by representatives of the Farmers Home Administration and the Department of Agriculture. The testimony of 10 witnesses and other material submitted by the Agriculture Department and the Oversight and Investigations Subcommittee make up the hearing record. (DCK)
