Albuquerque, New Mexico was the site of a June 1, 1981 hearing on reported oil-royalty losses due to poor accounting procedures and theft on Indian lands and on federal lands leased for oil production. The hearings indicate that supervision by the US Geological Survey (USGS) Conservation Division has been incompetent. Witnesses were asked to produce information on thefts and to demonstrate the opportunity for such thefts. Spokesmen from the Indian Tribes asked for better monitoring programs and a larger role in resource management. The 24 witnesses represented the Uintah and Ouray Tribe of Utah, Wind River Allottees, Cheyenne and Arapaho Tribes of Oklahoma, Navajos, Cherokee Nation of Oklahoma, and the Jicarilla Apache Tribe, as well as a panel of USGS personnel, who pointed out that their role does not include law enforcement.
