American coal exports: the opportunities and the cargo preference peril. [Pamphlet]

An armada of coal ships leaving US shores could replace the thin line of tankers bringing in oil from the Persian Gulf as a new energy tide reviews worldwide interest in steam coal. The private sector met President Reagan's request to promote economic recovery by exporting 110 million tons of coal in 1981, and inadequate port and handling facilities will not keep coal from becoming the nation's largest export commodity by the year 2000. The US can play a leadership role in international coal trade if prices can be kept stable by making transport alternatives competitive. New legislation to help this happen is needed, but a new amendment allowing cargo preference is a major threat offered as a national defense item. The amendment is really intended to protect the Merchant Marine, whose efficiency problems would be better dealt with in another way. (DCK)
