Cargo preference legislation and the U. S. tanker fleet

Cargo preference legislation as it has developed in the U.S. since 1817 is examined with particular emphasis on the impact of this legislation on the transportation of U.S. oil imports. Legislation discussed includes the Omnibus Maritime and Regulatory Reform, Revitalization, and Reorganization Act of 1979, the Merchant Marine Act of 1970, and the Energy Transportation Security Act of 1977. Arguements for and against cargo preference in oil transportation are presented. Cost effects of petroleum cargo preference are evaluated. The movement of about 40% of the nation's oil imports aboard U.S. flag vessels will lead to a larger degree of reliability and control over a vital national resource, and may have a favorable impact on the U.S. balance of payments.
