Rate plans would penalize new electricity users

A rate structure proposed by two utilities in Colorado and Wyoming would charge higher rates to new and expanding customers to force them to carry the cost of new facilities needed by energy companies. Hostage pricing is opposed by Electricity Consumers Resource Council (ELCON), which notes that the idea has been opposed and abandoned in neighboring states. The idea is pursued whenever industrial demand is growing rapidly in an area with a small ratepayer base. Critics cite discrimination. The Colorado Public Utility Commission has called for public comment. (DCK)
