Carter rates seen doubling industry bill

A spokesman for Consolidated Edison predicts that modifications of electric rate structures by the administration will double the industrial and commercial utility bills in some parts of the country by charging customers the cost of future facilities rather than the cost of current services. Con Ed opposes marginal-cost pricing that places an economic burden on industry without forcing conservation. If rates are doubled for industrial customers, the utility could end up earning more than the New York Public Service Commission allows and would have to subsidize residential users. These comments, delivered to the Senate Energy Subcommittee, were supported by other utility executives and the Electricity Consumers Resource Council. Opposition came from a coalition of residential consumers who stressed that excess revenues can be prevented. The Senate committee is writing its version of the bill, which has already been weakened by the House committee. (DCK)
