Denver-Julesburg Basin: jurisdictional dispute erupts in Colo

Two years of political and legal dispute in Douglas County, Colorado may continue as local officials oppose a drilling application on the grounds that underground water sources will be in jeopardy. A preemption of state jurisdiction by the county has oilmen worried that a hodgepodge of regulation could develop. Local residents oppose the drilling because wells are the sole source of county drinking water. Citing an earlier experience, the county asked for a million dollar bond to assure cleanup and proper plugging of exploratory wells if the exploration should be approved. The oil company notes that the county will lose property and other tax revenues if permission is denied. 1 figure.
