This hearing was held on the reauthorization of the Natural Gas Safety Act of 1968 and the Hazardous Liquid Pipeline Safety Act of 1979. Issues which were addressed included the adequacy of the regulatory authority which the Department of Transportation has exercised, the process and frequency of pipeline inspections and testings, the classifications of the pipeline operators and inspectors, and the need for a mandatory one-call notification system in all states containing underground pipelines. Testimony was heard from 10 witnesses, representatives from the petroleum and natural gas industries, the director of the Minnesota Office of Pipeline Safety, Department of Transportation, National Association of Regulatory Utility Commissioners, and legislative representatives from Congress. Additional materials are included from the American Gas Association and the South Dakota Department of Water and Natural Resources.
