Judicial review developments during 1985 were concerned with the role of rehearing requests in establishing the jurisdiction of the reviewing court and the availability of stays of administrative decision and other forms of extraordinary relief pending review. The report reviews cases involving utility rates and the requests for stays on Federal Energy Regulatory Commission (FERC) decision, one pertaining to tariffs of interstate pipelines and others to companies unable to use alternative energy forms.
