Lincoln, Nebraska was the site of an October 17, 1980 hearing on biomass energy programs to see if implementation of Title II of the Energy Security Act is providing the necessary assistance. The Farmers Home Administration (FmHA) was expected to assume leadership in administering this program, but has misunderstood congressional intent in its failure to publish final regulations for loan programs for small- and medium-sized biomass producers. Jim Thornton of the FmHA responded that final regulations will be published October 28, but they were delayed because of public hearings, training sessions, and other administrative needs. The FmHA obligated $350 million to increase alcohol capacity, and received $1.2 billion in applications. The hearing record includes the testimony of 11 witnesses from the public and private sectors and an appendix with additional material. (DCK)
