Six witnesses from national and local rural electrical agencies and organizations participated in a May 6, 1980 hearing on the effects of conservation on rural cooperatives, which were asked to reverse their promotional role and encourage customers to use less power. Major issues are whether the co-ops will be able to meet their loan payments and the poor showing in rural-home weatherization. Robert Feragan of the Rural Electrification Administration (REA) outlined the efforts to develop a conservation policy for the 150 rural systems and plans to implement and improve the weatherization program. Witnesses described program efforts in rural areas of Illinois, South and North Dakota, and Nebraska. The testimony is followed by an appendix with statements, resolutions, and other materials submitted for the record. (DCK)
