Mr. Hendrie discussed the following for the subcommittee: reactor safety, the use of risk assessment in the licensing process, and the significance of the Commission's recent policy statement on the Reactor Safety Study, WASH-1400. The NRC's bases of safety, siting, design, and construction, and operation of nuclear power plants are elaborated. The safety record so far achieved in the operation of nuclear power plants gives support to the validity of the NRC approach. At the time of this operation, approximately 440 reactor-years of operation of licensed commercial nuclear plants in the US had occurred without an accident having significant effect on the health and safety of the public. The Chairman then talked about how the Reactor Safety Study (WASH-1400) and the subsequent Risk Assessment Review Group came about. (MCW)
