Proceedings of the senate hearing to examine the fiscal year 1980 budget request of the Nuclear Regulatory Commission (NRC) for its office of Nuclear Reactor Regulation are reported. Much testimony in the hearings focus on the recent shutdown of 5 nuclear power plants. Increases are proposed in the budget both in funding and in personnel to help decrease the backlog in applications for amending operator-reactor licenses, to meet an anticipated increase in applications for new operating licenses, and to conduct the Commission's technical review of 17 so-called unresolved safety issues. Discussion of these important programs by a panel of experts in nuclear licensing who represent both sides of this issue is recorded. Testimony of the NRC witnesses, Harold Denton, Director of Nuclear Reactor Regulation, and his staff, and NRC Chairman Joseph Hendrie as they address these same issues is also included.
