New Mexico Hazardous Materials Emergency Response Program: scenarios, testing, and evaluation

This report addresses program testing and evaluation. For this, the study team developed and used accident scenarios to test and evaluate the emergency response plan and procedures. Specific objectives of this aspect of the effort were to: develop accident scenarios, develop a tabletop exercise, conduct the exercise, evaluate the practicability and effectiveness of the New Mexico program, and critique the exercise. The tabletop exercise involved all state agencies with responsibilities for emergency response. Representatives of each agency discussed actions their agencies would take during an actual accident involving hazardous materials. This report provides the process of developing accident scenarios, six accident scenarios developed for New Mexico, all the materials used in the tabletop exercise, a description of what was learned about conducting tabletop exercises, and a discussion of problems encountered in the New Mexico Hazardous Materials Emergency Response Program.
