Radiological emergency preparedness exercises for nuclear power plants

Requirements and recommendations are set down for emergency preparedness exercises involving the initial action required to gain control of emergency situations and to protect nuclear plant personnel and for the general public. The development of emergency plans and procedures must provide for testing and evaluating the emergency response organization and decision making processes. Realistic scenarios should be used for drills or exercises to test and evaluate these plans and procedures. Emergency exercises must be conducted as realistically as possible, and participants should not be notified in advance. Exercises should be designed to duplicate insofar as practical and stress imparted by a real emergency. An important element of testing emergency response is the provision for observation, evaluation and critiquing such exercises. These evaluations and critiques are then to be used to improve and revise emergency plans and procedures when required.
