This report describes the process that one state - New Mexico - followed in adapting the Federal Emergency Management Agency's Guidance for Developing State and Local Radiological Emergency Response Plans and Preparedness for Transportation Accidents (FEMA-REP-5) to develop an emergency response program for all hazardous materials. This process is being documented as an aid to other states developing or planning to develop a comprehensive emergency response program following the FEMA guidelines.
