California, Arkansas try no-interest financing of conservation

No-interest financing for residential insulation programs in California is beginning to be tried in Arkansas and elsewhere. The California Public Utility Commission now requires utilities to provide this financing and to explore similar financing for solar water heating units. The houseowner repays the utility without interest and the utilities can absorb the costs of the program in rates. The plans of Pacific Gas and Electric and Arkansas Power and Light are compared.
