California utilities must plan programs to finance solar water heater retrofitting and cut back on line extension allowances to new houses according to two new California Public Utility Commission (PUC) rulings. Deadlines were set for the major utilities to demonstrate a solar financing-program that would involve over 175,000 residences. The PUC requires each utility to meet specific funding and procedural requirements dealing with payment plans, impact studies, and public relations. The new line extension rules reflect increases in marginal cost and will add little to the total cost of new housing. (DCK)
