Public systems provide consumers lower cost power

Publicly owned electric utilities are shown by 30 years of Federal Power Commission (FPC) statistics to be providing lower rates than the privately owned utilities. The statistics include all private companies and most public, excluding rural cooperatives and Federal power operations. Tabulations of sales to residential and to commercial and industrial users compare average annual kilowatt hour (kWh) consumption, average revenues per kWh, and average annual electric bills. Residential users consumed more public than private power, while private utilities served slightly more commercial and industrial users. Managerial and operating expenses are also compared. With the exception of distribution expenses, private utility operating expenses were higher. A breakdown of managerial costs show public utilities spending proportionately more on promotion and administration, but less on accounting and collections. (DCK)
