During 1983-84, Pacific Northwest Laboratory (PNL) conducted a study of residential energy conservation attitudes for the Bonneville Power Administration (BPA). The study was part of an overall project to analyze the marketing environment for BPA's conservation activities. This study represented the first comprehensive regionwide study of the marketing environment for energy conservation in the Pacific Northwest and established a baseline for future comparison studies.
