Focusing on the financial investments needed to help citizens conserve energy, this book takes state and local officials through the process of planning a public policy strategy for financing improvements to the structural envelope of buildings. Federal grants, local bonds or other appropriations, and private-sector funds are the major sources of funds, but planners must also select the best structure and vehicle for making these funds available once they have identified the preferred funding source.
