Nunzio Palladino, the new Chairman of the Nuclear Regulatory Commission, and associates testified at this hearing on the effectiveness of NRC's enforcement program and responded to allegations that quality assurance is inadequate. At issue were the value of NRC fines as a deterrent to utility misconduct and the NRC's reluctance to pursue new provisions for criminal penalties. Mr. Palladino was welcomed and applauded for his strong statements on the nuclear industry's need for strict quality control. (DCK)
