Nunzio Palladino, Chairman of the Nuclear Regulatory Commission (NRC), and three panels representing the nuclear industry and consumer interest groups testified at this hearing on the effectiveness of the nuclear regulatory process. Defects in the Diablo Canyon plant in California and quality-assurance failures at plants in Texas and Ohio received particular attention. Among the considerations relating to quality control is finding the cause of defects, ways to improve defect detection, ways to minimize future defects, and determining if already-completed plants comply with NRC regulations. An appendix with additional material submitted by the NRC, the Pacific Gas and Electric Co., the State of California, and the Atomic Industrial Forum follows the testimony. (DCK)
