Nunzio Palladino made his first appearance as Chairman of the Nuclear Regulatory Commission (NRC) before the Subcommittee on Government Operations at this hearing held to evaluate NRC performance. At issue was evidence that the NRC is too slow and too skeptical to respond to allegations that the nuclear industry is compromising quality assurance, and that it needs to be more cautious about accepting utility excuses. Congress enacted criminal penalties for safety violations last year because it was apparent that civil penalties in the form of fines and public embarrassment were inadequate. Mr. Palladino's testimony described the NRC's inspection and enforcement program in terms of its credibility as a deterrent to violations and outlined the NRC's responses to the Committee's recommendations.
