Phoenix began an active 10-year conservation program in 1978 aimed at reducing energy consumption by 50 percent. The engineer hired to manage the program has already demonstrated the value of energy audits and low-cost measures in the city's 250 buildings. The city will optimize the use of three Honeywell Delta 1000 management systems. The city's four-step conservation plan includes (1) a walk-through audit, (2) goal-setting and low-cost projects, (3) long-range planning and capital purchases, and (4) modifications, retrofitting, and monitoring. A series of conservation seminars and the formation of conservation teams have helped to implement the program. (DCK)
