Report on the fifth APCA Government Affairs Seminar. A new look at the old Clean Air Act
A summary is given of the Fifth Government Affairs Seminar conducted by the Air Pollution Control Association in Washington, D.C. on March 30 to 31, 1977. The seminar was conducted in four sessions. The first session, entitled, ''The New Regulators and the Old Act,'' focused on legislative and regulatory problems arising from the need for greater flexibility in attempting to reconcile competing national priorities such as energy, air pollution and economy. Session II-A which was entitled ''Mobile Sources'' addressed the control of automobile related pollutants. Session II-B, ''Stationary Sources,'' dealt with the subjects of non-deterioration, trade-offs in non-attainment areas, supplementary and continuous controls, and specific regulations. Session III, ''Is the Old Act Right for Tomorrow'' examined areas where the Clean Air Act has been successful and continues to be a viable document.
