The propagation of weak regular electromagnetic waves near the harmonics of the electron cyclotron frequency is investigated in the presence of turbulent oscillations resonant with the plasma electrons. It is shown that for a reasonably wide frequency of wave vector spectrum of the turbulent oscillations their effect on the interaction of electrons with the fields of the electromagnetic waves near cyclotron resonances can be described within the framework of the quasilinear equation and is determined by the effective collision frequency. An estimate of nu/sub eff/ is obtained in terms of the energy density of the turbulence. For nu/sub eff/ >> omega/sub He/v/sub Te//sup 2//c/sup 2/ the region of cyclotron absorption is determined not by the width of the linear resonance but by nu/sub eff/.
