The energy conservation policy expanded in 1978 is explained, including the following: the Bill for the Rationalization of Energy Consumption (proposed); the financial and tax measures; the guidance and enlightment-propagation-publicity campaign; and the so-called Moonlight Project. A systematic figure which will be helpful in understanding the energy conservation policy of Japan is presented for reference.
