Energy bill becomes law, but benefits remain to be seen

Utilities will have many new rules to follow since the passage of the National Energy Act on November 9, 1978. One of the five bills, The Natural Gas Policy Act of 1978, will provide a uniform national market for natural gas and provide incentives and protection for consumers to make sure that they will have enough supplies of gas, says President Carter. He is expecting the natural gas price increase that became effective in early December 1978 to help increase gas production over the next several years. The other bills included in the Act are discussed. The coal conversion program, known as the Powerplant and Industrial Fuel Use Act of 1978, limits burning oil or natural gas as a boiler fuel. The new public utility regulatory policy, known as The Public Utilities Regulatory Policy Act, includes some regulatory options guidelines rather than mandates. Congress had intended for this bill to conserve energy, promote efficient use of facilities and resources, and set equitable rates to electric customers. The National Energy Conservation Policy Act contains a variety of energy saving measures, among them a program requiring utilities to offer energy audits to residential customers and a requirement that utilities offer to arrange for the installation and financing of conservation and solar work. The Energy Tax Act provides a series of residential insulation and conservation tax credits, residential solar tax credits, denial of tax benefits of new oil and gas-fired boilers, and incentives to develop geothermal resources. Other provisions in the Act dealing with loan programs and authorization to set up some new regulations in various areas are discussed. (MCW)
