Cogenerators seek to expand markets through wheeling

This article describes a system in which electric utilities send power transmitted from a cogeneration plant into an interconnected network instead of selling it to its customers. The buyer pays the cogenerator and the ''wheeling'' utility receives a fee. Utilities ''wheel'' electric power in order to take advantage of the economics of sharing larger and more efficient generating units. Wheeling can be mandated at a state level as long as the regulations do not conflict with federal policy and statutes.
