Self-help gas users fight bid to hike delivery costs

Now that natural gas supplies are adequate, East Ohio Gas Co. wants to increase the rates it charges to transport natural gas that industrial users have financed themselves in Ohio's self-help program. Users object on the grounds that the higher rate will discourage the self-help program and because the utility pays less for the self-help gas than for regular pipeline deliveries. East Ohio argues that the 1973 program is obsolete and revenues are lower. Users, who anticipate cost increases for self-help gas as high as a factor of 10, plan to intervene in the rate case. (DCK)
