Reconfiguring a major utility: A western view

The restructuring of electric utilities is discussed. The transition from regulated monopolies to open market competition in California will likely happen sooner than predicted, as evidenced by the the December 1995 restructuring decision by the California Public Utility Commission. If the state legislature and Federal Energy Regulatory Commission approve the plan, direct access will begin in California on January 1, 1998.
