Capacity expansion planning and due diligence - toward a more rational bulk power market

The restructuring of the electric power industry from vertically integrated monopolies to transmission/distribution monopolies which purchase needed new capacity from others requires a new decisionmaking structure. Two things must happen before the Public Utility Regulatory Policies Act (PURPA) can move the electric power industry toward the goal of a truly competitive market for new generating capacity: (1) utility commissions must take responsibility for making binding policy decisions on capacity planning issues, and (2) utilities must be able to implement these plans in a business like manner.
