Productivity in the transportation sector has no overall measurement, but the input/output ratio measurements that are made are shown to have certain weaknesses. The five major factors affecting productivity are inflation, energy consumption, environment the elderly and handicapped, and racial and economic equity. The complexity of their influence is illustrated by a major transit investment decision. A study of national policies identified the need to preserve competitive markets and a mechanism to have users support services as the major issues. Conservation and fuel supplies, including the development of new fuels and technologies, are also essential for ending the inflationary spiral. Process innovation promises to reduce costs by reexamining, as the Europeans have done, institutional and legal constraints to construction. The promotion of process innovation by the Federal government can be expected to increase. 30 references, 14 figures, 5 tables. (DCK)
