Regulatory changes affecting the productivity of airlines are examined to determine their effect on new technology and services. The Airline Deregulation Act of 1978 is having both positive and negative effects so far. The freedom to open new airline markets, rationalized prices, and increased competition will act to maximize productivity, while unionization and schedule cuts to small cities are creating problems. Still unknown are the long-range effects on capitalization and airport congestion. A similar analysis is made of the motor carrier industry which does not want to be deregulated; railroads, which must become competitive to survive; and water carriers, which will require some deregulation in order to maximize cooperation and interaction between barge and other modes. 27 references.
