Sixteen witnesses representing consumers and elderly citizens, state and federal agencies, and energy coalitions testified on the effects that administration policies to reduce fuel and weatherization assistance to the elderly will have, especially for those with low incomes. The administration witnesses described DOE and Department of Health and Human Services procedures.
