This hearing was held to evaluate the effects of three bills on pipeline safety. H.R. 977 would amend the Solid Waste Disposal Act to require a refund value for certain beverage containers and provide resources for state pollution prevention and recycling programs. H.R. 1489 would increase the safety to humans and the environment from the transportation by pipeline of natural gas and hazardous liquids. H.R. 2201 would amend the Hazardous Liquid Pipeline Safety Act of 1979 to require the Secretary of Transportation to issue regulations to ensure the safety of underwater liquid pipelines, identify chronic violators of hazardous liquid pipeline regulations, and enhance inspection, monitoring, and enforcement activities.
