The inelasticity coefficients of secondary charged pions in {pi}{sup {minus}}C interactions at 5 GeV/{ital c} are measured. The results obtained are compared with those of other experiments. It is found that the inelasticity coefficients of {pi}{sup {minus}} mesons in pion-carbon and proton-carbon interactions at 5 GeV/{ital c} and 4.3 GeV/{ital c} respectively are lower than at higher energies. The calculations carried out within the framework of the composite quark model disagree with experimental data at these energies. The dependences of the inelasticity coefficients of {pi}{sup {minus}} mesons on the proton multiplicity in {pi}{sup {minus}}C interactions at 5 and 40 GeV/{ital c} are analyzed.
