Union Oil Co. of California proposes solution to California crude glut

Union proposed in Sept. 1978 that California's artificial surplus of crude could be eliminated by allowing California and Alaska North Slope crude to be exported in exchange for lighter crudes; by lifting entitlements penalties for exporting high-sulfur residual fuels that cannot be used in California; and by administering environmental regulations in a way that would allow retrofitting of refineries to handle heavy, sour crude oil and the construction of pipelines to move crude to other areas of the U.S. According to a Union Oil report, California's crude oversupply is the result of Alaska's North Slope production; the use of foreign oil to take advantage of the Federal Government's entitlements programs; environmental regulations eliminating much of the market for products made from heavy, high-sulfur crude; and delays in granting permits for transporting oil by pipeline beyond California.
