Risk profiles of facilities based on Toxics Release Inventory (TRI) data, enforcement citations, capacities, and census data would be distributed on-line under a program being developed by EPA`s enforcement office. The program, Sector Facility Indexing Project (SFIP), is one of 25 EPA {open_quotes}regulatory reinvention{close_quotes} projects. SFIP is also part of the Clinton Administration`s effort to boost the public`s {open_quotes}right to know{close_quotes} about environmental hazards. The Administration views TRI in particular as a highly effective tool for reducing pollution, and SFIP is one of several attempts to increase its impact. EPA says SFIP will target enforcement on facilities that pose the highest risks, while empowering communities to help by tracking progress made by local facilities relative to facilities elsewhere. However, representatives of the industries covered by SFIP`s pilot stage--petroleum refining, automotive, pulp and paper, and metals--complained in a meeting last week with Steven Herman, EPA`s assistant administrator/enforcement and compliance, that SFIP rankings could be misleading. Facilities with large numbers of minor violations would rank higher than those with one serious spill or accident, for example.
