The definition of Special Wastes in the State of Illinois includes federally regulated hazardous waste (those covered by the Resource Conservation and Recovery Act - RCRA), all industrial-process waste, and pollution-control waste. Under the current environmental regulations system, all special wastes, regardless of how dangerous they are, have similar permitting requirements for transportation and disposal. In this study, a system was designed to classify Illinois special wastes by the degree of hazard posed to human health and the environment.
