RCRA and incineration of ''hazardous wastes'': coping with the loopholes

An approach such as this will provide a more uniform control over the incineration of hazardous wastes. It is a reasonable and equitable approach to regulating a favorable alternate disposal method which is expected to grow in the years ahead. This approach to controlling hazardous waste incineration is both consistent with the intent of RCRA and better meets the public health needs of Illinois. It recognizes the inherent hazard posed by a particular waste stream regardless of its origin. Finally, I believe it would provide IEPA with a mechanism to control the large volume of toxic wastes which can and probably should be incinerated, but which do not meet the limited definition of ''hazardous waste'' presently specified in the RCRA regulations.
