John W. Hernandez, Jr., Deputy Administrator of the Environmental Protection Agency (EPA) was the principal witness at a hearing on implementing the Clean Water Act of 1972. His testimony included a review of the law and the administrative and regulatory initiatives that have evolved to deal with implementation problems. He affirmed EPA's conviction that the Act will remain the most-effective means of cleaning up national water resources, but suggested that more flexibility and a greater reliance on scientific data will make implementation more efficient and effective.
